Field Agents (4 positions)

Field Agents will be recruited as volunteers and they will be responsible for developing the understanding of both IPHR and Plan Int’l about the social and legal situation of refugees in Kigali and other targeted areas where live Burundian refugees in Rwanda, particularly as regards to Sexual and Gender-Based Violence (SGBV), child protection, and documentation (especially birth registration). Through close liaison with Lawyers On Call for Service (LOCS) unit and Plan International’s staff, the Field Agent will support the coordination of Legal Services for Access to Justice for Burundian refugees Project (LS4AJ). 1 field agent will be based in Kigali, 1 in Mahama, 1 in Nyanza and 1 in Bugesera.

Duties and responsibilities:

The Field Agent shall:
  • Receive, analyze, collect first-hand evidences of any alleged case of SGBV, child protection incident, or any other crime committed against a Burundian refugee;
  • Streamline any legal complaint raised by or against Burundian refugees to appropriate LOCS for adequate follow up before relevant organs/institutions;
  • Ensure that any child born to Burundian refugees under his/her jurisdiction is registered within the legal timeframe;
  • In collaboration with the assigned LOCS, assist refugees in collecting relevant documentation to ensure that children whose birth was not registered on time obtain their birth certificates without delay;
  • Orient refugees whose children’s births were not registered on time to appropriate LOCS in order to obtain due assistance for the issue of an appropriate suppletory judgment;
  • Assist in conducting needs assessment, including focus groups, questionnaires, surveys, and stakeholders interview; if need be.
  • Assist in preparing mapping (including written version) of relevant legal and related services being provided by other actors;
  • Regularly meet with other relevant actors and stakeholders and coordinate work, including attending meetings;
  • Identify awareness-raising and outreach opportunities for LS4AJ and assisting in conducting meetings;
  • Identify training needs for beneficiaries and stakeholders and, as relevant, prepare and conduct training; 
  • Establish excellent relations with beneficiaries, including understanding the legal needs of beneficiaries through frequent contact with actual and potential beneficiaries;
  • Prepare documents, including case studies, statistics and reports on topics agreed with Project Manager or any other supervisor assigned by Plan International Rwanda;
  • Assist in strategic review, monitoring and evaluation of activities and identification of other relevant IPHR activities in relation with Burundian refugees;
  • Maintain excellent working relations with all partners, especially Plan International Rwanda, beneficiaries and other relevant stakeholders;
  • Prepare regular written updates of work conducted and scheduled; 
  • Prepare and submit on a weekly basis a report of any duties discharged following a format that will be agreed upon with the Project Manager;
  • Support Plan International team on advocacy and awareness raising within camp and host community as needed on relevant topics such as refugee rights, human rights, SGBV law, child protection, etc.
  • Perform any other task as assigned by supervisor;

Requirements:
  • Bachelor’s degree in social sciences or any other related field
  • To have at least 2 years in field work
  • Excellent communication skills and fluency in Kinyarwanda with a very good command of writing skills in English. Knowledge of Kirundi is highly desirable.
  • A successful prior training in human rights, SGBV or child protection is an asset
  • Strong organizational and logistical skills
  • Ability to work under pressure, independently and with limited supervision
  • Experience in working with Internally Displaced Persons/refugees is an advantage
  • Experience of working with beneficiaries and being able to establish and maintain excellent working relations
  • Experience in preparing research reports and other documentation
  • Strong computer skills (Work, Excel, PowerPoint)
