Accountant (1 position)

The project accountant will be recruited as a volunteer and will be accountable for monitoring the progress of LS4AJ, investigating variances, approving expenses, and ensuring that project billings are issued to customers and payment collected. The accountant will be based in Kigali.

Duties and responsibilities:

The account shall:
  • Create project accounts in the IPHR’s accounting system
  • Maintain project-related records, including contracts and change orders
  • Effectively communicate with Project Manager regarding contract documents, change orders and other contract modifications, approvals, and any additional services-related to billing
  • Prepare final invoice package containing draft and final invoices for all billable activities, including all applicable backup for approval by the Executive Director
  • Mail final invoices file to consultant and client, and place invoice copies in the billing folder
  • Maintain the billing folders for all activities, with all the appropriate documents, including expenses, consultant invoices, and monthly invoices, in accordance with standard procedures
  • Develop IPHR’s manual of administrative and financial procedures to meet the highest standards
  • Assist the Project Manager in authorizing access to project accounts
  • Authorize the transfer of expenses into and out of project-related accounts with the approval of the Project Manager
  • Review supplier invoices related to LS4AJ and submit them to the approval of the Project Manager
  • Review time sheets for work related to LS4AJ and submit them to the approval of the Project Manager
  • Review account totals related to project assets and expenses
  • Review overhead charges to be applied to the project and submit them to the approval of Project Manager
  • Investigate project variances and submit variance reports to Project Manager
  • Confer with receivables staff regarding unpaid contract billings
  • Report to Project Manager on any opportunities for additional billings
  • Report to the Project Manager regarding the remaining funding 
  • Approve the write off of any project-related billings that cannot be billed to or collected
  • Close out project accounts upon project completion
  • Create and submit government report and tax returns related to project
  • Compile information for internal and external auditors, as required

Requirements:
  • Bachelor’s degree in Accounting
  • At least 3 years experience, especially with emergency projects
  • Intermediate to advanced computer literacy, including experience in word processing, spreadsheet and accounting software
  • Very good command of written and spoken English with a working knowledge of Kinyarwanda
  • Knowledge of Vision 5.1 Software or other accounting platform, a plus
  • Thorough knowledge of standard contract terms, including hourly, lump sum, volunteering, not-to-exceed and how they are applied in the billing process
  • Strong service orientation
  • Ability to work independently, take initiative, set priorities and see projects through to completion
